We need to understand the dynamics of current local production systems in the form of industrial districts and, particularly, how culture and innovation are interlinked. In this paper, we argue that the district innovation system approach, which covers the innovation systems and industrial district literatures, provides a set of ideas useful for understanding the role of culture in innovation in industrial districts. Background: COVID-19 has spread successfully worldwide in a matter of weeks. After the example of China, all the affected countries are taking hard-confinement measures to control the infection and to gain some time to diminish the big amount of cases that arrive to hospital. Although the measures in China reduced the percentages of new cases, this is not seen in other countries that have taken similar measures, such as Italy and Spain. Au pair mobility, originally conceived as a form of cultural exchange, conceals forms of paid work and without a clear legal basis, developed mainly by young women with higher education. This program has become a way for middle-class families that can outsource housework, getting cheap and very flexible care work. First, we describe how in a context of increasing of the vital precariousness, the dominant discourses on human capital and cosmopolitanism prescribe as desirable the mobility in order to increase the employability.
